A through Hull valve shut-off - similar to the water shut-off in a house this enables closing off something like a drain pipe or engine water coolant intake. They are typically used to Secure all possible sources of water intake when not necessary - to prevent leaks in rough weather, if the vessel is going to be moored for an extended period of time, or during maintenance.
