Because a content managed page can have any number of sections - the Sort Key is used to control to order in which those sections appear. The sort key may also be used to add a new section between existing sections.

Note: Every time you update a content managed page the sort keys are automatically re-numbered to be multiples of ten ie: 10,20,30, etc...  this ensures that there is always room for new sections to be added.
